• In the scheduled job:
  • Generate a list of PRs that haven't already been commented on by this bot
  • Tag in app-authors on those PRs (using the existing tag script)

I think to have this get permissions (from GITHUB_TOKEN) to comment on PRs, it can't run as a job on the PR itself. It'll have to be a scheduled job which checks for new PRs and comments on them. I'll tinker with that but it'll be a few weeks
