Windows Makefile Issues

On windows I was not able to get the makefile to work.

In stead of starting with make serve, I just ran the docker compose command directly: docker compose --remove-orphans -d

This worked, however it wasn't the complete problem.

There was a line-ending issue in manage.py Recreating the shebang line enabled me to use perform the migrations.

I still had to run all the docker commands manually

docker compose build --build-arg  USER_ID=1000  --build-arg GROUP_ID=1000 --force-rm web
docker compose run --rm web python manage.py collectstatic --noinput
docker compose run --rm web ./manage.py migrate
# Serve
docker compose up --remove-orphans -d

Thank you @mayakerostasia for the report, the research, and for sharing your findings. I think even if this isn't a complete solution, it is still worth starting a Windows setup guide with this info, with a note or mention that there might be other issues too.
