Webview Developer tools - Select element on page always selects entire page

Steps to Reproduce:

1. Open Webview Developer Tools
2. Click Select element in order to pinpoint a specific element on page

3. Try to select some small element on screen, icon, text, something.

Result:

Instead of that particular element being selected, VS Code always just selects top topmost parent element, usually basically an entire app. It's impossible to dig into the exact element on screen.

Tested on insiders, and tested with all extensions turned off. Same bug appears.
